No; in fact everyone should respect the sanctity of God’s House by maintaining a certain level of spiritual reverence and decorum, even when services are not in progress. “Chatting” with friends and relatives prior to or during divine services is inappropriate. This is especially true during the time in which, people are receiving Holy Communion – the Body and Blood of Christ!
If one is not actively participating in the services by singing and responding to the prayers, they should remain quiet and listen peacefully – neither talking or distracting those around them who are trying to be prayerful.
